i was just wondering if a red blue Kiki-Jiki, Mirror Breaker and Splinter Twin deck could be done for under $100. thank you.
Yes just have to run basic lands and don't know if it could be that consistent

If you turn the 1 in that budget into a 2 then yes, you can build splinter twin.

I just playtested it and had the turn four kill 2/3 times. The other time I drew the mountain and had it on 5. I'll take it.

Alright, if you're not a fan of kiki jiki's, here is Budget Twin (suck it bert) 2.0, now with a sideboard and better fixing for people that care about that sort of thing (Demarge, I'm looking at you).

I might actually make a twin deck now. After looking at it, I already own the most expensive cards (the lands). Also, did you know that Sleight of Hand s and Serum Visions are all like $2 each? And don't even get me started on Scalding Tarn s. Magic is considerably more expensive when you don't already have all the cards.

Yeah, it's sad when Sleight of Hand
and Serum Visions
are the best 1-drop cantrips in modern. You should run Telling Time
instead. It's a 2-drop, but it's a cheap (moneywise) cantrip that gets the job done.
I might actually build a twin deck too now after looking at this. I still have my playset of Splinter Twin .

I'm assuming you mean modern format, and also that you mean you want to make splinter twin.
And I'll answer: yes and no. You theoretically can, since you can run 2 kiki jiki, and 4x twin. That right there is anywhere from $40-70, depending on the printings. Everything else can be replaced by commons and uncommons.
I also say no because that deck won't be competitive, compared to competitive modern decks these days that are loaded to the brim with fetches and high-tier rares.
