legacy tezzeret.

would it be possible to build a decent deck with ether Tezzeret, Agent of Bolas or tezzert the seeker for under $100. this is for the legacy or modern format. thanks.

Typically these planeswalkers are used in either Legacy Affinity or Modern Affinity. Both affinity decks cost a fair amount of money but are on the "cheap" side of things. Even with the affinity builds, only a few builds within affinity will play either one of those planeswalkers.

Never seen 5CC Tezzeret in legacy, but he shows up in vintage...

Regardless, I don't think it's possible. The decks that use him, which aren't actually particularly viable, typically go from upwards of $500 in my experience.
