I am trying to decide what should take the second creature slot for my legacy burn deck.

Keldon Marauders is by far better in my opinion. Vexing Devil gives your opponent the option of what they can deal with, and in legacy that is the last thing you want in a fast burn deck.
Vexing works best in a tempo deck or a sligh deck. In tempo it's a good late-early or early-mid game play(turns 4 or 5) when you have a stable position and your opponent is on bad footing and can't take the damage or deal with it via removal because of your ability to counter/protect it. In sligh it works much the same as in tempo, except that instead of being able to protect it you have your opponent in such a bad position that if they let in on the board you win or if they take the burn you have enough board position to win next turn anyways.
In just plain burn you don't want to lead off with a t1 bold or 4 to the face, as it throws you at a disadvantage because your opponent has his whole game plan at his disposal still.

Keldon Marauders hands down. Not even a question. I wish they would have never printed Vexing Devil , its the only card people wanna throw in every red deck and it's garbage. Everyone thinks they are a red deck master because they have 4 devil's and convince themselves there is no way the card could be bad...well, it is.

The only thing that bugs me about the anti-Vexing Devil sentiment here is this: Ball Lightning is a very commonly used creature and is considered a "burn spell". This is how I view Vexing Devil . 4 damage for 1 mana is good any way you slice it and there is no way in hell that they would let you resolve that turn 1 so that's what it is in my mind.
They should change the text to say "If Vexing Devil is in your opening hand you may reveal it, if you do target opponent loses 4 life."
Now I'm not saying I love Vexing Devil with all my heart and want to have babies with it but a very strong case can be made for him.

Vexing Devil 4 the win. One mana, can block, doesnt die for itself... at least is a problem to the opponent.
