Looking for tips on a UW Venser control deck [Modern]

Here's the deck: Venser's Bouncy Castle
Basically, i'm looking to make this better in any way possible. If you look into my decks, you can see the original version, and I believe I've made significant progress with the modification process.
Big things I'm worried about:
--Recursion: i.e. Reveillark and Sun Titan s. Do you think they're useful/necessary?
--Tapping vs. destruction vs. returning to hand: Is it better to just kill a creature/counter the spell, destroy it, or return it to my opponent's hand? I've gone really back and forth on this. I've got a solid maybe-list of things I think could replace a lot of things in the deck to tweak it.
--Fatespinner : I'm on the fence about this card in here. Should I cut it for something else, or leave it in? Apparently opponents can choose a step that another card is already letting them skip, and I had hoped it could stack.
The biggest thing that strikes me is that the deck lacks a lot of the necessary early interaction for a control deck in modern. Also a lot of your cheap spells don't really interact with your opponent. Champion of the Parish isn't going to grow all that quickly, Momentary Blink isn't useful until later, so that leave just Mana Leak for some of the most important turns in the modern format.
Spells to consider - Spell Snare , Path to Exile , Condescend , Remand , Think Twice , Spell Pierce , Serum Visions .
As for the 3 aspects you mentioned that you were worried about -
Reveillark and Sun Titan - the deck's not running nearly enough lands to run them anyways. They're certainly not bad value creatures, but you're just not going to find your lands consistently enough as the deck currently stands. As a control deck you really need to hit all your early land drops. 24-25 is closer to where you want to be.
It's always better to trade your card with their card. Sometimes the tempo play of a bounce is important, but that's not this style of deck and there's plenty of awesome removal to run in modern.
Fatespinner maybe not as a 3 of, but yes there isn't say an interaction between Fatespinner and Stonehorn Dignitary . Fatespinner doesn't say anything about only choosing a step that you could take. If you're already skipping your combat step, best to simply choose that.

Additionally, how about Ghostly Prison over Norn's Annex ?
On the one hand, Prison is cheaper, but I can still get Annex out turn 3, and pay 4 life. I like the added benefit of possibly making opponents pay life to attack me. I feel like Annex is the better choice, but opinions are definitely welcome.
