I really really really like my Mono Blue Tron deck. You can take a look if you want.

Its kind of a personal preference thing. This deck is a control deck and use the Urza lands to get out all my big boys. It works well for me.

Dredge vine could be a deck for you. It's not tier one but tier two and can have turn 3 wins in best scenario. You should check it out if you have a chance.

Red Deck Wins is a very cheap, simple and fairly fast deck. The mono-red version is one of the cheapest modern decks that achieves decent tournament results. An example list is here.

Another cheap aggro deck is Soul Sisters, a lifegain deck that uses combinations like Martyr of Sands and Serra Ascendant , Soul Warden and Ajani's Pridemate , Spectral Procession and Honor of the Pure to win games. Its speed varies depending on the matchup - sometimes you create a very fast clock with Serra Ascendant or Ajani's Pridemate , and sometimes you grind them out by attacking with 1/1s. An example list is here.

Can you give any more information about your budget and level of competitiveness? That would help us suggest more decks that you might like.

Bloom Titan is cheap to put together. With a good hand (and by good, I mean, hand of the gods), t2 win is possible.

By "level of competitiveness" I meant whether you are looking for a strong deck that can compete in tournaments, or a more casual deck.
