I am doing a secret santa thing with a group and i want to make a $10 deck for a friend. would it be better to just buy booster packs?

It really depends on how into magic they are already and how much effort you want to put into it, also you should be aware that at $10 you would have to average about 25 cents per card (assuming that you are just going to throw 20 of your basic lands in there to bring the count to 60) so it won't be much good against anything except maybe other $10 decks, which might be fun if your group wants to do a super budget showdown.

I don't know how your group is but I bought a Dice Pack when I did my secret santa last year. I think it is better because people never seem to have enough dice in this game. Also good for other uses namely D&D. I like to use a different set for different campaigns so I always need more dice.
