If the Wizard has a Meddling Mage and it gets destroyed can my enemy now cast his spell? Thank thee for thine help.

Yes. Since Meddling Mage is no longer on the battlefield, the effect isn't there anymore. Your enemy can cast the named spell.

but it says that card cant be played and doesnt say anything about once it leaves the battlefield or as long as you control it, it just says the spell cant be played.

The oracle says it can be cast once Meddling Mage leaves the battlefield. Nevermore works the same way.

"5/1/2009 Once Meddling Mage leaves the battlefield, the named card can be cast again."

Permanents only affect the game state while they are on the battlefield (unless stated otherwise, like with Anger ). It's the same way with Azusa, Lost but Seeking , Oracle of Mul Daya , Sphinx of Jwar Isle , etc. - their effect no longer applies when they leave the battlefield.
