Mono-Blue control halp!

Ok guys, I just built a budget mono-blue control deck and did some playtests on cockatrice with it. Results:
- 1-2 on golgari aggro: problem cards: Mistcutter Hydra
- 2-0 on bogbrew witch/orzhov obzedat: problem cards: Obzedat, Ghost Council
- 1-0 on mono-blue control
- 1-0 on BUG control: problem cards: Ashiok, Nightmare Weaver
- 0-1 on selesnya midrange: problem cards: Elspeth, Sun's Champion
- 1-0 on Maze's End
- 0-2 on mono-green: problem cards: Mistcutter Hydra
- 1-0 on azorius control
- 0-2 on BUG aggro: problem cards: Desecration Demon
- 1-0 selesnya aggro
- 0-1 on chavest aggro: problem cards: Boros Reckoner
My main problem seems to be the fact that I have a lot of BOUNCE wipes, but nothing that actually gets rid of creatures for good. AEtherize may slow them down, but it doesn't solve the problem, as they can always replay it. This is a budget build, so please don't suggest anything too expensive. The biggest killer for me is people boarding in Mistcutter Hydra , as it really destroys me. The reason I went mono-blue is because I don't want to drop big bucks on cards like Hallowed Fountain or Sphinx's Revelation . The main things I want help with:
- Dealing with Mistcutter Hydra .
- Getting a sound wipe that won't slow down the game, but reset the game.
Any card suggestions that are on budget would be greatly appreciated, here's the think:
AEtherling's of Nightveil
Maybe go 2x Ratchet Bomb in the sideboard against Mistcutter Hydra . Not an overtly expensive card, and good in a variety of situations. Would also help against planeswalkers with 3-4 CMC. Any good counterspell, like a Negate or even Syncopate should take care of Elspeth, Sun's Champion if you're being careful enough with them.

Another 3rd party illegally made a differently named version, but when you download it, its still named cockatrice. hahaha. The wonders of a dedicated group!
