Mono Blue Two-Drop Help

I've been building a Blue devotion with a splash of white mainly for Ephara, God of the Polis , but splashing white also gives me access to Deputy of Acquittals (which has recently been seeing play) and Detention Sphere . I don't know what to remove from a standard MUD deck for the Deputy of Acquittals , so I'm open to any advice (currently I've taken out Tidebinder Mage for the sake of having it in the deck list). Also, if you can help me decide on Spear of Heliod (so my tokens don't die with Master of Waves ) and any general tips, I would greatly appreciate it! Decklist here: Wave Generator.

I wanna say Frostburn Weird , he gets much worse when you splash, though you probably only want 2-3 deputies. Also, Lyev Skyknight should definitely be a 3-4 of.
