When cards started hitting $50-$100 on the secondary market back when Magic was still young, Wizards split Magic into two formats: Type One and Type Two. Type 2 banned the more powerful cards that were expensive so that new players weren't forced to pay hundreds of dollars to get into the game. Type One was more anything goes.

Since then, they've developed more formats based on age. Vintage is all sets and promos, with a small banned list for ante cards and powerful cards, like the Black Lotus , are restricted to one per deck. Legacy is all cards and all sets, but bans anything too powerful, such as Ancestral Recall . Modern is 8th. Edition and Mirrodin through the present and bans cards that make poor deck diversity. Extended is the past four years of Magic (so Zendikar forward), but has been replaced by Modern and is hardly played anymore. Standard is what most people play, since it's more friendly for beginners to get into. It's the past two years of Magic, currently Innistrad, M13, and Return to Ravnica.

Blanco - budget my mono white list converted to budget.. Should be able to easily build it for under $35. I have playtested it, and I placed top 3 at a FNM with it a few weeks back. It will not win you a PTQ or anything like that, but can be competitive outside of casual play.
