My dragons need help flying in a storm

I am trying to make a Dragonstorm legacy deck on a budget. I was wondering what I could do to make the deck more consistent, quicker wins, and more resilient to opponents Force of Will .

For the people who are helping, I would prefer it if you actually knew stuff about legacy, and that you don't only play standard/modern.
