My First EDH Deck

So I played with an Omnath deck and had a lot of fun, I do believe I am ready to extend my knowledge of Magic past standard.
I saw a card called riku-of-the-two-reflections and would LOVE to make an EDH deck around this.
It doesn't matter what cards would go in, I'm a netdecker, and I play MTG online, and so I have every card.
I would like some suggestions as to what to start off with a deck based on him.

you need loadsa ramp so that you can play big things and still copy them. the precon has this so use this as a start and add what you like big green scary things and global burn for a wrath effect is how my mate plays his and it works very very nicely

There's not really such a thing as netdecking in EDH.
That being said, a Riku build does almost invariably include certain cards, such as Rite of Replication , Tooth and Nail , card:Green Sun's Zenith , the M11/M12 Titans, [Consecrated Sphinx]], Isochron Scepter , Mimic Vat , Clone and its functionally-similar cousins, etc.

the Hydra Omnivore in particular is full of lols in the precon i mentioned as well as Magmatic Force

Mind=blown.
A lot of those cards have some pretty hefty mana costs, what cards should I put in to help build up lands or mana?
Speaking of lands, how many is suggested for a basic EDH deck, and do I need to use basic lands?

It's suggested that you use basics, especially in Riku, since a lot of your ramp spells will only fetch basics.
Riku basically operates like this:
Stage 1: Ramp
Stage 2: Play Riku
Stage 3: Roll face
For the land base, I would aim for about 34-36ish. If cost is no issue, as you said, go for this start: Volcanic Island , Taiga , Tropical Island , Steam Vents , Stomping Ground , Breeding Pool , Scalding Tarn , Misty Rainforest , Wooded Foothills , Rootbound Crag , Sulfur Falls , Hinterland Harbor , Fire-Lit Thicket , Cascade Bluffs , Flooded Grove , Grove of the Burnwillows , Karplusan Forest , Shivan Reef , Yavimaya Coast , City of Brass , Reliquary Tower , and maybe Wasteland and Strip Mine . Cheaper inclusions are Simic Growth Chamber , Gruul Turf , and Izzet Boilerworks .

Would putting a lot of draw and counterspells be good here ?

I don't necessarily think you need counterspells. Maybe a few for utility. (I'm not a fan of counterspells in EDH, but they have their applications.)
Draw power is always good. Consecrated Sphinx is a strong draw engine, and Mind Unbound has seen play in some of my local Riku decks.
Also, Kiki-Jiki, Mirror Breaker , Splinter Twin (works very well on Titans), Heat Shimmer , Doubling Season , Parallel Lives , Wild Pair .

I also assume a lot of creatures with ETB effects would be nice, so something like Acidic Slime.

ETB effects are great with Riku. Acidic Slime is a common option.
Krosan Grip and Shattering Spree are similarly popular.

the precon is a solid start called mirror mastery full deck list available on SCG just for an example. and it costs like $30-$40 for a full 100 card deck the cards in it are worth more than what you will pay for the deck
