My first FNM Deck, help!

i just put together my first deck to compete with, and i was hoping some of you would tell me what you think of it and if there is room for improvement. Also, I have a question that perhaps someone can answer me here. I saw that many decks choose Rakdos Cackler over Vexing Devil , why is that? should I make that change too? The reasoning is that Vexing Devil is entirely in your opponents control, and they will always choose whatever option benefits you the least. It's a burn spell when you want it to be a creature and a creature when you want a burn spell.

While 4 damage for 1 sounds like a great value, a turn 1 creature like Rakdos Cackler will often get in for more damage throughout the course of the game and potentially trade with one of your opponents creatures.
