need help on dimir control deck

Hello there i am new mtg player and i have a lot of dimir cards so i decided to play dimir control. My biggest question is i have like 4x Thoughtseize on my sb and i dont know WHEN to add them and what to replace them with or if i should add them on my main board. I am open for suggestions and tips. here is my deck Dimir Control
