Need Help With Consistency B/W

I am just wanting a way to make this more consistent, it works well, just seems I can't seem to hit the right things consistently, but some things (I.E. Blood Baron of Vizkopa and Obzedat, Ghost Council ) I don't want to have too many of either. I just need some outside opinion.

please let me know why you think something should be changed so I can discuss it as well.
