Need help with my budget lich deck!

Me and my friends are playing with budget decks, $10 of rares and unlimited uncommon/commmon. I recently put together this deckBudget lich and have been doing pretty well. I know there are better card choices than what I have in there. I'm just looking for some good suggestions on how to re-work this deck. Mainly I just want the deck to still be based around Phylactery Lich, but anything else is fair game for getting replaced. Thanks for any feedback!
