Need some help/a recommendation on building a 'Dirty Cop' Deck?

I am not entirely sure i'm doing this right, but I'm going to give it a shot...I'm endeavoring to build a deck that combines, as best as possible, Orzhov and Azorius. Mainly trying to figure out how to balance out the cards with 'arrest/detain' and 'extort'.

The card that probably links the two the best would be Blind Obedience . Slows down your opponents like detain does, but also comes packed with extort.

Hands of Binding
to tap an opponent's creature, then use it's cipher on an Azorius Arrester
to detain another card of theirs.
Keeping an AEtherize
on hand to send anything that gets through back to their hand is a personal favorite of mine. Act all helpless and leave your self wide open so they swing with everything, then send em packing

Okay, Should have been a little more honest. I kind of built a deck of sorts already, and I want to pare it down, so here it is:
3 Azorius Charm 3 Orzhov Charm 3 Azorius Keyrune 3 Orzhov Keyrune 4 Godless Shrine 4 Orzhov Guildgate 4 Azorius Guildgate 4 Hallowed Fountain 5 Plains 5 Island 5 Swamp 4 Kingpin's Pet 4 Treasury Thrull 4 Executioner's Swing 2 Gift of Orzhova 2 One Thousand Lashes 4 Judge's Familiar 2 Righteous Authority 4 Dramatic Rescue 2 Fall of the Gavel 1 Isperia, Supreme Judge 2 Supreme Verdict 3 Search Warrant 3 Chromatic Lantern 4 Tablet of the Guilds 4 Azorius Arrester 4 Arrest 4 Thrull Parasite 2 Temporal Extortion 2 Basilica Screecher 4 Blind Obedience
So there...It's hideous, I know. But as you can see, I already have a few of the cards ya'll suggested already...but if I could get some help paring it down (Want to focus more on the Extort than the Arrest/Detain, since...well...it's effect and all)

You need all 4 Azorius Charm s. Also Supreme Verdict or Terminus would be very good. Detention Sphere or Oblivion Ring are better than Arrest . Devour Flesh is also good, and Treasury Thrull is too slow... try Obzedat, Ghost Council or Angel of Serenity .
