New MTG player Needs help on Dimir-Mill deck

Hello there, this is the deck i want to purchase on lowest budget possible Mill for theros . Some of these cards , i have them already some others not. My goal is to create a competitive deck that is able to win tournaments, and is standard ofc. What i want from u is to tell me if this deck will work, and if it doesnt what should i do to make it work.
