I have one copy of Rings of Brighthearth and five of my seven EDH decks could put it to good use. My question is which deck would use it best?
Krenko, Mob Boss 's Krenko's Commandos.
Ghave, Guru of Spores 's Ghave, Guru of Binary.
Olivia Voldaren 's Team Blade.
Sliver Overlord 's EDH? Why Not Slivers?.
Heartless Hidetsugu 's What Fwoosh?.
Which of these decks is the most deserving in your eyes?
No, I'm pretty sure that it would increase exponentially. That would be the one that I'd put it in as well though, just makes things nice and crazy.

If you control Krenko and no other goblins, the Rings-copy will resolve giving you 1 goblin for a total of two, then the Krenko ability will resolve giving you 2 goblins for a total of four. This is because "X" is determined when the ability resolves, not when it is put on the stack.
I personally think Rings belongs in the Team Blade build, but with the Krenko build as a close second.

Quick count of the number of cards with activated abilities in each deck (I may have missed one or two, and I didn't look at lands, which I realized later there's a few with non-mana abilities but whatever):
Krenko: 21, including 2 PWs
Ghave: 11, including a PW and I think an infinite mana combo
Olivia: 20, including 3 PWs
Slivers: 11, including Nicol Bolas, Planeswalker
Hidetsugu: 11, including a PW
So numerically, Krenko and Olivia are the best poised to take advantage of it. Conveniently, that's also the two that seem like they have some of the best selection of copiable abilities, though Ghave is in third place for that.
Slivers would be fun if only for the once-in-a-lifetime opportunity of activating Nicol Bolas, Planeswalker 's totally unfair first ability and copying it. Mwahaha. But my vote is either Goblins or Vamps.

LOL @ MagnorCriol for the lulzy image of using Nicol Bolas, Planeswalker 's ability twice.
So I have 2 Krenko's Commandos votes and 1 Team Blade vote with one vote split between the two.
I hadn't thought about including it in Team Blade just because Olivia Voldaren 's first ability already costs two but thee are a lot of creature kill abilities in the deck.
Krenko's Commandos seems like a fairly obvious choice. That deck is douchey enough as is lol.

I'd say Krenko, Mob Boss , but X is decided when the ability goes on the stack right? so you would only get double the tokens, not an exponentially increasing amount. I think...
