"Opening Hand” and Chancellors

when does my opening hand simply become my hand? as soon as i draw it or is it before you can play anything?

only before play can you pay a card that way

103.5. Some cards allow a player to take actions with them from his or her opening hand. Once all players have kept their opening hands, the starting player may take any such actions in any order. Then each other player in turn order may do the same.

103.7. The starting player takes his or her first turn.

Actions such as those of Leylines and Chancellors are taken after mulligans but before the first turn of the game. Once the first turn begins, those actions may no longer be taken.
