You could just go BUG and take both if you wanted.

Use green to make use of the Populate mechanic (card:Druid's Deliverance, for example) and Parallel Lives , blue for additional token copying and draw power (Cackling Counterpart , Clone ), black for Pack Rat itself and evil things.

I played a deck recently that was based around Pack Rat . He splashed in red for burns, blue for control, and focused a lot of the deck around getting me to discard and then hitting me with quick aggro. While I managed to beat him, it was still a close match and I know his deck has beaten my fiance's selesnya aggro deck, which has placed first every time he's played it. So basically it has the potential to make a pretty decent deck, although it may not always be reliable.

Also, beware of cards like Slaughter Games or Pithing Needle .

maybe add blue for the counter also? go black creatures, green beef and blue draw/counter. Also maybe pair Pack Rat with Underworld Connections

If you're talking about making a competitive deck with Pack Rat , it really can't hold any water. It doesn't even particularly work in a Rites deck.
