Im attempting to create a R/U Miracle deck. The page of the deck has the main questions I have and as a somewhat new player I can't really decide :P

I can walk? Its a miracle!
On the Tibalt, the Fiend-Blooded vs. Merfolk Looter thing I would go for the Looter myself. The random card discard is what really kills Tibalt for me even if he is more difficult to remove than a creature in some ways.
Between Delver of Secrets Flip , Vexing Devil and Invisible Stalker I would go with Delver as he is the cheapest and he will be a constant 3/2 in the air with your high number of instants and sorceries whereas you would need to add equipment for the Stalker and Vexing Devil has never done anything other than die immediately for 4 in my experience so I pretend he is another Sorcery that can't flip Delver.
If you pick Delver or the Stalker I think card:Runechanter's Pike would be a solid addition as I've seen it played to solid effect in multiple Delver decks.
Either Reverberate or Increasing Vengeance both sound neat and original although I think that Reverberate on the whole might be the best option especially as it isn't limited to your things. Some spells in your deck don't care if they are copied though such as Devastation Tide .
If you put in card:Runechanter's Pike I would put in Faithless Looting as it will potentially let you poke for more and let you either get lands into or out of your hand. If you don't include the Pike then I would go for Think Twice as things in your graveyard and not in Exile matter much less and you just get the card outright. Looting is an awesomely good effect though.
In regards to Tamiyo, the Moon Sage I would recommend not including her unless you have had great successes with her as she tends to prefer being in control and your deck is on the cusp of either aggro or control depending on where you take your deck which may not be the best for her.
Hope this helps!
