Question and deck help

Okay, first of all, I have a question about control, which I'm using RTR/M14/THS to learn and have had some fun with it thus far. First, the question: I've noticed that there are an increasing large number of decks using Divination in their main, both Sorok and Esper. Can someone enlighten me as to why this card (which to me seems subpar due to it's speed) is making such waves on this site?
Also. I was kinda hoping people could help me work on my American deck. I'm wanting to keep it under $50 for now, so while I know there are certain cards that would help me, I can't afford them now so please refrain from mentioning Supreme Verdict , Detention Sphere , Anger of the Gods , Mizzium Mortars , Sphinx's Revelation .THANKS!!
