red/blue help please!

I wanted to make an izzet deck with mostly wizards. I want this to work, but I am not sure what to do. I am considering changing the 2xFog Bank and Izzet Staticaster for 3x Guttersnipe and maybe the Jace, Architect of Thought for another Chandra, the Firebrand .

Also how do i test this since there are so many opponent dependent cards I don't know how to test this.

Opinions and suggestions are more than welcome!

I want to make this a wizard deck and I know I should have 2 snapcaster mage, but they are expensive, so replacements would be great.
