I'm looking to build around Rubinia Soulsinger , and to be quite honest, I don't really know what I'm doing. Would anyone have any ideas on how to properly build around her in a Bant conscription commander deck?

Rubinia Soulsinger doesn't work that way. From the Oracle: - 10/1/2009 If Rubinia Soulsinger leaves the battlefield, you no longer control it, so the duration of its control-change effect ends.
Flickering the controlled creature rather than Rubinia herself with something like the above works though, Deadeye Navigator is particularly nasty. You just need to make sure when you select flicker effects that allow the creature to come back under your control instead of the owner's control. Day of the Dragons is kind of a funny way to go about it.
However, you can use tools like Illusionist's Bracers or Rings of Brighthearth to get more "activations" per tap; with either of those, she can effectively control two creatures at once. You can stock up on ways to abuse opponents' creatures, denying their return if an opponent does something clever, such as sacrifice outlets- High Market , Fanatical Devotion , and Greater Good just for a start.
You might want Glaring Spotlight to "pierce" hexproof or enable an alpha strike, depending on the meta. You also need something to deal with threats like Swiftfoot Boots or Asceticism that can disable the advantage Rubinia is bringing; maybe some things like Return to Dust , Fade into Antiquity , Dust to Dust , etc. You probably want some graveyard hate, since you aren't using yours for this strategy, like Rest in Peace or Relic of Progenitus .
A couple of other tricks, like Desertion or Bribery or Acquire to seize control of opponents' best stuff unexpectedly is nice too. You'll probably need green's ramp for things like Kodama's Reach or Cultivate if you try out my suggestions (as the mana costs are pretty high).

I am personally not a fan of Rubinia Soulsinger . If you like the ability, Merieke Ri Berit is better. If you like the colors, Derevi, Empyrial Tactician , and Rafiq of the Many are better I think. Also there is Roon of the Hidden Realm for fun. I am working on a deck out of him at the moment. Seems like it will be a fun one.

The only other really good things I can think of to do with this commander is to borrow your opponents good creatures, sacrifice them and forcing them to suffer more losses with stuff like Martyr's Bond or Rest in Peace removing it from the game entirely. The best stuff for this that I can think of for enabling this are the following. Perilous Forays , Greater Good , Miren, the Moaning Well , Ooze Garden , Ashnod's Altar
If you are going to make the most of your opponent's creatures you are going to need to play stuff like Concordant Crossroads to give them haste.

I've been playing with the idea "your deck is mine" and I really like how the idea is being fleshed out so far in Bant colors.

I may as well put in Prophet of Kruphix , Skyward Eye Prophets , Acidic Slime , and Djinn of Infinite Deceits to add more control and shenanigans

this is what i've got so far, most of this stuff is focused on taking my opponents things outright, hopefully you guys have some better ideas on what should go in there.
and I typically do land stuffs LAST, unless it's part of a strategy you came up with.

One way to "keep" what you take is to flicker her while she's controlling something; this gives you the creature you took and an untapped Rubinia Soulsinger that can take more.
(Flickering cards like Restoration Angel , Deadeye Navigator , etc.)
