R/W/U Standard Control Consistency Issues

Currently, I own all of the cards listed in this deck, and I don't have the money to drop on good creatures, etc. It's a process to build this deck to the highest level it can be, but for now, I'm at least trying to make it consistent w/o the shock lands, Snapcasters, etc.. So, any ideas on how to make the draws a bit more consistent? What cards to put in/remove without jacking up the price? I'm open to all criticisms and ideas.
