what color is better to a self mill deck ? simic or golgari? and what cards can i use to stop fast decks like goblins or elves?

Need a few more details. Do you win by reanimating stuff, or with Laboratory Maniac , or what?

So I'm guessing you're building for Standard, then.
In Standard I think there's more support for GU self-mill, mostly with cards in the Innistrad block. There's a decent case to be made for UB right now with all of Dimir's stuff (I've seen a neat deck built around Undercity Informer targeting yourself) and certainly there's good reason for actually using all three colors in a deck. If I were to go for a self-mill deck I'd probably build a base GU and splash a bit of black for some of Golgari's scavenge creatures and and black's reanimation options.
For future reference, you can link decks by taking the deck slug - that's the bit of text at the end of the url, in your deck's case "self-mill-07-02-13-2" - and putting double brackets around it like you do when you're linking a card.

Prime Speaker Zegana with Deadeye Navigator will definitely mill you out if you flicker it enough times. on top of that cards like Sturmgeist are boosted sky high because of all teh cards in your hand. the drawing can help you put laboratory maniac before you mill yourself out or you can jsut swing for game with your 30/30 Sturmgeist
