Hello, I'm a budget magic player that is looking for a decent card draw engine for my deck BIO, and I need a creature that can draw (or draw and discard) cards without paying mana each turn, has to be either a wizard or elf (but not always), has to be cheap both in mana cost and in price, and has to be close to playable. I am using Enclave Cryptologist but I'm looking for better alternatives.

What about Civilized Scholar  ^Flip . I know it's not an elf or a wizard but it might work.

Stealer of Secrets but she's not an elf or wizard.
Zameck Guildmage is both and does what you want.
