I'm building an all color sliver deck and I need suggestions of non-creature spells ones that let me bring out any color mana at will as close to turn 0 as possible and spells for offense/defense prefferably cards under $5

I think you might be trying to do too much at once here. What exactly is the focus of the deck (aggro, combo, control, etc.) and how do you want it to win?

It's going to be affront for the most part my problem is its not fast enough

I mean the basic strategy I want to do is overrun my opponent with slivers while limiting what he can do to buy me time to build my army so I'd it will be a control aggro

Control and aggro typically aren't used together because there's a conflict of interests; control wants to conserve mana for use on spell and permanent removal while aggro wants to spend it all on building a board position.

If you're going aggro, I would try to stay away from a 5-color deck. The mana requirements will b a royal pain and you'll often find that you have to slow down your game because you aren't able to play some of your cards with the mana you have available.

A Naya (RWG) Sliver deck has good aggro options, so you might try that. Sinew SliverMTG Card: Sinew Sliver, Muscle SliverMTG Card: Muscle Sliver, Heart SliverMTG Card: Heart Sliver, and other low-cost Nayan Slivers give buffs and abilities without taxing your land base as hard as a spectrum deck.

I mainly run 5 colors for Sliver OverlordMTG Card: Sliver Overlord and a few others like [[shifting sliver] should I splash for those and if so can you point me in the direction to some cards this will be my first time splashing in a deck

Generally, splashing is done in a deck with one or two primary colors. Trying to pull a five-color deck off with splashing is even less likely to succeed than just doing a dedicated five-color deck.

Are you hellbent on having all five colors in the deck?

If I cut it down to three colors could I throw in cards like mana cylix to be able to play Sliver OverlordMTG Card: Sliver Overlord Sliver LegionMTG Card: Sliver Legion and Sliver QueenMTG Card: Sliver Queen

Again I think the focus on playing the legendary Slivers is hindering the focus on an aggro deck.

If you want to play the 5-drop slivers, a combo or control deck might be more appropriate. If you're looking to win quickly, you'll have to forget about them to get your deck to work as well as it can.

Well, a staple for sliver decks is Gemhide SliverMTG Card: Gemhide Sliver. With Sliver QueenMTG Card: Sliver Queen and Training GroundsMTG Card: Training Grounds you make infinite slivers.

You can also add something like Intruder AlarmMTG Card: Intruder Alarm or Quest for RenewalMTG Card: Quest for Renewal to make an army of slivers FTW.

To add control to the equation, just add Telekinetic SliverMTG Card: Telekinetic Sliver and/or Synchronous SliverMTG Card: Synchronous Sliver to ensure board position.

The only Legacy Legal card I can think of that would give you turn 0 mana is Elvish Spirit GuideMTG Card: Elvish Spirit Guide. Back in the day sliver decks used to run moxes, but they are banned, except in Vintage.

Reflecting PoolMTG Card: Reflecting Pool was pretty common too, along with real duals.

I don't know that you are going to get a dominant sliver deck on a budget.

A combination of Gemstone MineMTG Card: Gemstone Mine and Reflecting PoolMTG Card: Reflecting Pool might give you a fairly reliable mana base without having to shell out a fortune.
