if i have a Necrotic OozeMTG Card: Necrotic Ooze on the field that is soulbonded to lets say Silverblade PaladinMTG Card: Silverblade Paladin and i have a Deadeye NavigatorMTG Card: Deadeye Navigator in the grave yard, would the necrotic ooze gain the Deadeye NavigatorMTG Card: Deadeye Navigator's ability? If so would Silverblade PaladinMTG Card: Silverblade Paladin aswell?

No. The Deadeye NavigatorMTG Card: Deadeye Navigator only has its activated ability while paired. While it is in the graveyard, it is not and cannot be paired with anything and thus does not have the ability. Necrotic OozeMTG Card: Necrotic Ooze will not gain any abilities from it being in the graveyard and neither will Silverblade PaladinMTG Card: Silverblade Paladin.

Necrotic OozeMTG Card: Necrotic Ooze only gains activated abilities of creatures in graveyards. Soulbond is a triggered ability, and the effect given by a soulbond is a static ability. While Deadeye NavigatorMTG Card: Deadeye Navigators soulbond does give an activated ability, it does not have it in the graveyard. Similar to how any leveler (i.e. Brimstone MageMTG Card: Brimstone Mage, Kazandu TuskcallerMTG Card: Kazandu Tuskcaller, etc.) will not give necrotic ooze any abilities other than level up.
