Standard Mono Blue Help

I'd like suggestions on how to make my deck more powerful, possibly rotate some creatures and such. Any advice is appreciated. this is my current deck Mono Blue Draw/Scry/Counter/Flying

Oh, I forgot to mention, I'd like to keep within the block of Theros and M14 as to make my deck stay standard for longer.
