Suffer the Past is the x A mana cost? Because in the description it just says "Exile X target cards from target player's graveyard. For each card you exiled this way, that player loses 1 life and you gain 1 life." It doesn't say anything about paying mana for x...? If it were Pay x and exile x target cards... I'd understand completely.

If it appears in the upper right corner of the card, it's a mana cost. You determine the value of X when you cast Suffer the Past , then pay X+B for the spell overall. When it resolves, the effect of the spell is to exile X (which you determined during the casting process) target cards (which were targeted during the casting process) from a target player's graveyard. For each card exiled this way, you gain 1 life and that player loses 1 life.

It might be confusing because you want to read the X in the text box as an additional cost, but that's not the case. Some spells use an X value determined in casting to dictate what happens on resolution (take, for example, Fireball ).

Yes. The cost for the card is X plus one black mana. you can pay any amount for X. The effect than takes the value of the amount put into X.
