Trying To Build Control Simic!!!! HELP!!!!

I really want to build Simic control, but have little to no experience building control. Also, I am just recently coming back to MTG, and thus haven't seen the effective cards in standard play. I would greatly appreciate any help on selecting some different cards, or just the mentality that goes with playing control.
Main goals of the deck:
-Control the early game
-Use the evolve mechanic to maximum
-Get Master Biomancer out
-...
-Profit?
A control deck doesn't run aggressive creatures.
Reposting what I said about control decks in another thread, a control deck is one that seeks to control and disrupt the opponent's resources in the early game while outpacing them in resources as the game goes on. Control decks have a limited number of threats and try to win around turn 10 or later. They usually win by drawing many more cards than the opponent while maximizing value on removal to gain an advantage before deploying a difficult to deal with threat in the form of a large creature or planeswalkers.
The Simic color combination doesn't have the proper resources to be a pure control deck. The only viable removal spell is Rapid Hybridization . You would have to go into white for mass removal like Supreme Verdict or black for targeted removal like Ultimate Price to make an actual control deck. Red would also work because it gives you burn and access to the Nightshade Peddler + Izzet Staticaster combination. Your current build is just a (very, very) slow aggro deck.

I understand what you are saying about how the control deck works, but what I don't understand is why I need the white and black to be able to control. While I haven't played in a while, it always seemed like Blue was the color of control, countering spells, bouncing creatures, etc. I understand it won't outright kill them or exile them, but it seems that with the counters and bounces it should work.
I do understand though that the creatures are too aggressive in this deck, so should I be using something that is big and bad? Or something that just does something interesting?
I really want to make green/blue work. I am not against splashing black, but would prefer not to splash in red or white (I don't like playing those colors often).

Blue is the primary color of control. Black and White are secondary.
UG lends itself to tempo builds that max on Snapcaster Mage and cheap instants while playing efficient, evasive creatures like Cloudfin Raptor and Delver of Secrets Flip . Even then, that isn't control, that's aggro-control, which is a whole 'nother monster.
If you want to build Simic control on a budget, you need to focus on tempo plays and probably need to at least start with 4 Unsummon , 4 Rapid Hybridization , and 4 Dissipate and then go from there.
Good spells that won't break the bank are Cyclonic Rift , Urban Evolution , Fog Bank , Mystic Genesis , Syncopate , Farseek , and Inaction Injunction .

Well, by your description then, it seems like what I am interested in building is more along the lines of aggro-control. Like I said in the deck description, money isn't too big an issue for me at the moment, so long as I am not breaking the bank for one card, ie Snapcaster Mage I guess.

Made some recent changes to the deck, looking for more suggestions. I am now building more towards aggro-control
