(U) Milltastic (Cheap milling. Standard)..thoughts?

Just ran a couple playtests and seems pretty decent. My friend plays control alot, so I'm not sure how viable this deck is without some control as well. He also does a lot of that return target permanent to your hand, etc.

Don't want to break the bank here, but also looking for something fun and viable I can play at FNM and also with my friend.

Any help is appreciated, thanks!
