just wondering if Victim of Night is a better removal spell for my deck: mono black infect than something like Doom Blade or Go for the Throat it will be a 3 of in place of both Mutilate and 1 runechanter's pike]]. thank you

I find Go for the Throat the best two-mana mono-black kill spell in modern.

Yeppers. You can keep more Dismember s sideboarded if you're afraid of stuff like affinity decks or something.
