I'm assuming if you're limited to a budget of 80$, you'll want to lay off buying too many dual shock lands, so something 2 colored might be best for you as opposed to the 3 color meta most areas are currently showing.
In conjunction to what Epochalyptik asked regarding preferences in colors, mechanics, and strategies, ask yourself what kind of deck do you want ie. Control, Aggro, or Midrange, and on top of that, what kind of decks does your local FNM play the most?

I would make a mono black Blood Artist deck. All you'd need is Blood Artist , Mutilate , Killing Wave , Immortal Servitude , and a bunch of two drop creatures like Bloodthrone Vampire for sacrificing things for Blood Artist and Basilica Screecher to have an alternate point to your deck, I.e. "extort". Then just throw in something like Disentomb or Elixir of Immortality to get creatures back and some draw cards like Sign in Blood or Gravepurge along with alternate removal like Murder and you've got a decently cheap mono black control deck.

rdw is pretty simple. it is one color, full of cheapos, not difficult to make.

Can someone link the cards needed for rdw. And I think most of rdw cards can be obtainable buying two or 3 rtr intro decks I'm I right?

From the MtGO Standard Decks of the Week:
snakebite's is the stronger build, but costs more because of Thundermaw Hellkite .
cwooz4's is ridiculously cheap, with Boros Reckoner and Hellrider being the most expensive cards.
There's a ton of RDW that make top 8 or go 4-0 every week online and you can browse through tournament results for different versions.
Even if you don't like red, you can build the decks, then grind FNMs for booster packs, then trade cards you pull. Once you have some decent shock lands and whatnot, you could probably build American Flash or Naya Midrange.
