what do dragon decks need

i want to build a dragon legacy deck but notsure how to go about it theres lots of gold color dragon if some one can point me in the right direction that would be great thanks

Dragonspeaker Shaman is good, and they often use cards like Seething Song , Rite of Flame , Pyretic Ritual , Infernal Plunge and Desperate Ritual for ramp.

Not to shoot the idea down, but Dragons aren't really viable as a tribal deck in Legacy. They don't have the speed or the stability to deal with other Legacy decks. Dragons are predominantly a casual and EDH tribe.
If you want to build casual Dragons, you might look into Dragonstorm fueled by Seething Song , Rite of Flame , and Pyretic Ritual .
Alternatively, you could go for the hardcast approach using Dragonspeaker Shaman and Ruby Medallion .

or a boros angel deck is that feasible for legacy just mainly palying with my friends

Well, Dragons are certainly a workable casual concept. However, the formats like Modern, Legacy, and Standard are competitive in nature. If you aren't very familiar with the game or don't like playing in highly competitive environments, then you should probably try the casual route first.

Playing with your friends isn't really playing Legacy unless you're all playtesting Legacy event decks. People use the format names to refer almost exclusively to tournament-level decks.

ah i thought legacy was another name for useing cards from all playsets but my bad i just wanna make a BA deck with so,e flying

Legacy is a sanctioned competitive format. Same with Standard and Modern.
Causal usually includes all cards by default because it isn't governed by deck construction rules.

It depends. Bicolor decks offer more options than monocolor decks. GW Angels might not be bad. You could use ramp and Emeria Angel to establish board position while waiting for the more expensive Angels.

Painter's Grindstone is a tier 2 Legacy deck so it is about middle of the pack for what people consider a "Legacy" deck to be. If you can't beat it at least 10% of the time you don't really have a Legacy deck. That being said what a Legacy dragon deck needs is a win condition.
Moving on from there Dragon storm is a good card for casual dragons. Just wanting flyers doesn't really confine you to dragons each color except green has a bit of a trademark flyer (Angels, Sphinxes, Demons, Dragons) and even green has trample to get damage around blockers.
If you are just getting into Magic Green / White tokens seems to be a place that a lot of people start. I have what I consider to be a decent G/W token deck on my profile (Crusaders of the Lost Tokens). Most of my other decks are also beginner friendly sine I'm not a super advanced player but don't look at the EDH deck if you visit my profile, I don't really play that format and it is definitely a work in progress.

If you want to stick with casual dragons on a budget you can use Buried Alive and reanimate effects to cheat out Bladewing the Risen along with another decent, cheap dragon like Broodmate Dragon . Then run a little ramp and maybe Dragonspeaker Shaman as a backup plan.
I'm currently running a Standard R/G build which is semi-competitive (How to Wake Your Dragon). It's fairly straightforward in the ramp into heavy hitting flyer approach.

Ramp...Dragon decks need lots of ramp. Or ways to cheat them in.
