I'm trying to build a super budget Mono-Blue Control deck for FNM!

I'm trying to keep this under $25 with NO rare cards =-)

My win conditions so far are Water Servant and Benthic Giant .

I would absolutely love some criticism for this so I can get it to the point where it has at least a chance of beating the current Meta decks without relying on them having just the most terrible hands possible. I'm planning on bringing this to the next FNM I make it out to.

AEtherling and Prognostic Sphinx are pretty cheap.
