So Atraxa, Praetors' Voice has spiked to the point that it's almost cheaper to buy the deck rather than to just buy her alone (25 bucks a piece mid on tcg). Two questions, is this due to Commander 2016 no longer being in print (heard it wasn't) and what's the ceiling for this horrifying angel?

Atony1400 I already have mine, got the deck for retail price about a month or so ago and am currently trying to work out an opression deck for her to helm.

She's also played in a few legacy NicFit lists, but I guess it's the combination of "out of print" and "super stronk".

To my knowledge, you are correct that it is no longer in print.
However, I can't say where it's celing is. It's a 4 color commander who's absurdly powerful and can fit into any deck or be built upon any way. That being said, I bet the card will hit $30-$35 before people come to their senses.
However, DO NOT buy her anytime soon. Wizards will likely put out a "suprise second print run" later on this year. Just remember Eternal Masters.........
