My lgs can't keep modern masters in stock and I do not want to buy a whole box so I only want to buy a few packs does anyone know of any retailers that won't box map their packs before they sell them online?

Don't forget that some people just want to draft with friends. MM3 was a good drafting set.
Normally Wizards does a good job at keeping their packs random (difficult to map), so buying from the cheapest people on tcgplayer would likely be the most economical way to do it.

Buying singles is a real good way of knowing that you won't waste your money on mapped packs.
If you're doing this because you have a gambling problem or you hate yourself, then any of the big three will get you there, StarCity, Channelfireball, or any direct TCGPlayer seller.
