WHY IS Dark Confidant 88X AS EXPENSIVE AS Pain Seer?!?!?! I know it's a better card but is it real worth the extra $87?
Is that worth $87? Especially since you can use card effects to tap and untap Pain Seer repeatedly

Thats too slow for competitive play.
You dont want to waste resources every turn to get a card, you want the card to come without payment.
Granted, life is a payment, but its a common payment between the two, and usually negligible anyways.

Also Dark Confidant is playable in every format he's legal in (except he's fallen out of favor in Modner). While Pain Seer is not.

Yes, the big reason is that Dark Confidant needs no other assistance. If it lives for a turn you're starting to gain card advantage. Plain and simple. Best case, you're using another card in order to activate Pain Seer the turn it comes down, so you spend your first activation just recouping the tapping cards value.
That means there is demand for one, and not the other. If Shock was a 1 dollar card and Lightning Bolt was 10 dollar card, you'd still see everyone playing competitively paying for the Lightning Bolt because it's better.
Also keep in mind there's a lot more to do with a card's price than simply its power level. For instance, Dark Confidant is an in demand card from back when print runs are were much smaller. There's actually not that many of them compared the the relative flood of available Pain Seer.

Slycne has a serious point about availability. for real. old confidant was printed long ago, and new confidant was a very small printing.
Aside from that, confidant is miles better a the modern meta. everyones already gone on about every reason for that.

Pain seer is a joke compared to old DC. Like others have said you're comparing a card that's playabe to a card that's not. When you have such a categorical difference the prices are waaaaay different.

Dark Confidant WILL provide card advantage at the cost of life if you untap with him. With Pain Seer, you need to attack, and have it survive. That's an extra 2 turns with no guarantee.
Dark Confidant is a high demand card because of how famous it is, and how powerful the effect can be. Pain Seer is just too slow for any format outside of Limited. I mean, sure, you could put it in a Standard deck, but it's not as good as other 2 drops.

Yes.
In order for Seer to work, youve got to have some way to tap him. (typically done by attacking)
Whereas with Confidant, you dont need him to be tapped. (keeping him safe from being chump blocked, netting you card advantage every turn, unless hes dealt with)
