Simply why the hell is Manriki-Gusari
worth $9? It's under a dollar normally. Does it see play in legacy or something?

Kamigawa foils in general are going up and up. Manriki-Gusari sees some sideboard play in legacy to deal with Stoneblade decks. It's not really that surprising considering the print run that the card had. Plus legacy players like shiny things more than normal players.

As mathimus said, legacy sideboards it occasionally when Stoneblade is a tough matchup. It's also good in that mirror.
