Ghostly prison vs propaganda

Can someone explain why ghostly prison is more than propaganda? Obviously one is played more, but what decks play one and not the other? Is it pillow fort? Is it due to popularity in one format over the other?

For however little play it sees, Ghostly Prison still sees play. Propaganda has never seen play, which is one of the main reasons why Ghostly Prison is more expensive. Propaganda is also not Modern legal.

Ghostly prison is run in more decks, including modern decks. Propaganda is mostly used in EDH.

If I run a search for Ghostly Prison on MTGTop8, I get a hit in 108 decks. A lot of modern/a few legacy decks that run 3-4 copies.

If I run a search for Propaganda on MTGTop8, I only get 26 decks with the card, and most of them are EDH, which only requires one copy.

So demand also has to do with it.

MTGTop8.com lists decks used in professional events. I hope that helps.

Propaganda also has two 2 reprints in the last 3 years, where as Ghostly Prison hasn't been reprinted since 2012.

And Propaganda's reprint was in the most opened commander set from 2013 (grixis).

it is purely the fact that Ghostly Prison is modern legal and white enchantment devotion/pillowfort deck exists. And since such a deck for the most part costs a fraction of what most other even fringe decks in modern cost, speculators and demand decided the deck had to rise in price somewhere.
