Why is Hardened Scales going up in price??

Because it is suspected to be a powerful card in standard post rotation because of cards like Undergrowth Champion, Hangarback Walker, and the rest of the g/w counters deck.

I'd guess it's partly speculation as people have lately been brewing GW and Abzan counter decks with several new BFZ cards. The deck was one of those "almost there" decks in KTK-Origins standard, but it might be a real contender after BFZ. Some people practice brews with physical copies, using proxies for unreleased cards, and they've probably bought Hardened Scales already. Most decks that want it want 4x of it too, so there's that.
