Can someone PLEASE explain to me why Imperial Seal is like 10x more expensive than Vampiric Tutor ? Is it just the collectability or what?

Imperial Seal was printed in Portal Three Kingdoms, a set not widely produced in English or the US, I believe.

In other words, it's really hard to find an English version of the card. If you find a copy at all.

Imperial Seal is vastly more difficult to find than Vampiric Tutor .

Imperial Seal was printed in P3K, which had limited release runs and was hard to find in English.

Vampiric Tutor was printed in Visions, then reprinted in 6ED.

Okay, so it was collectability, thanks guys. I just found it weird for people to pay that much more for an obvious downgrade, lol.

It's just rarer, is all. They're both among the best cards ever printed.

also repeate able effects like that are popular for high end competitive commander, the same as some take an extra turn cards are a few bucks, but the rarer ones go up and up, different names essentially allows the same card to be played multiple times, so its a rarity & use effect

For the same reason that Three Visits is 30 dollars, when it is functionally identical to Nature's Lore which is 50 cents.
