Are the speckles an ink error or misprint? And does this decrease/increase the value?

The specks are not a misprint. I've got the Phyrexian Language version and it has the specks in the exact same spots. At first I thought the same thing and thought maybe the card was damaged, but after checking a few listings on Ebay, it seems those marks are printed on the card purposefully and just kinda stand out on foils more than on non-foil Elesh Norn, Grand Cenobites. If you look in that card image you can see the same marks, just the ones on Elesh's face/helmet aren't as obvious due to the lack of contrast.

Phyrexian Language Cards are awesome.

Anyway, I'd say it'd be about the same value.

An ink error is a misprint.

However, this is neither. It's just the foiling on the ambient debris in the art. There's no value difference because this is how the card is supposed to look.
