So with modern masters having very valuable cards (goyf, bob, etc.) and packs only being $13 is it fairly safe to buy them? What is the average value per pack?

If you look hard enough, you can find them cheaper. I bought mine at 8 bucks a piece a couple weeks ago. I don't think it was easy to map that set, mathematically speaking. 24 packs and the amount of cards kind of put that idea down. Take into account that each pack has one foil. It nearly makes that set impossible to map. Even math geeks know when to throw in the towel.

If you are looking to get money out of packs, you are probably not going to with Modern Masters. Only 13 cards in MMA are worth more than 13 dollars, and 10 of those are Mythics. There is always the chance you open Tarmogoyf and make back your money ten times over, but that is not a very good chance. If you enjoy cracking packs, go for it, but if you are looking to make money, you have about as good a shot with the equivalent in lottery tickets. Buying singles is almost certainly better if you have a specific deck in mind.

An extra chance at getting a foil rare/ mythic. Even some foil uncommons are worth more than $10

Ive open 50cent rares with 2 $6 uncommoms and a nice edh foil but overall I dont buy for value just once and awhile I like to gamble

I opened probably 3-4 of those things. I got my self Kitchen Finks , Gifts Ungiven , and Underworld Dreams , but that's it. I like buying them just because but I never really get my bang for my buck.

I opened three of those packs when I got them at MSRP and didn't even make 50% of my money back in card value. Maybe if you can buy a factory sealed box? But it's a gamble, I wouldn't invest that much into it personally.
I don't know the status of mapping Modern Masters but the guys that sell those apps mostly don't collect data for boxes they buy, they collect data from people opening boxes on Youtube and the like. It wouldn't surprise me if it's possible to map, albeit possibly harder than for other sets.

Considering Worldwake boosters are pretty much the same price, I'd say that MM boosters are a solid investment, if you are just wanting to buy boosters that is.

The best time to buy boosters of MM to make money was last year, when booster boxes were still a reasonable price. I opened two boxes (both at MSRP) and made twice my money back. Now those same boxes are going on eBay for $280-$350. You're not going to make your money back on those, unless you get a foil 'Goyf or a bunch of Bobs.
Total, out of those two boxes, I got 1 Goyf, 1 Bob, 1 Doubling Season, 1 Clique, and a bunch of random $5-$10 cards.
I also opened a single pack (paid $8) and got a 'Goyf. Yes, it does happen, but I got really lucky.

Individual packs from a non-reputable source? Not worth it. They could be from a mapped box.
