I want to make an Orzhov Afterlife deck for casual play. Seraph of the Scales is great but keeps going up in price. Will it drop in a year or so, or will it stay high in price?

Next to the current lineup of 3-5 drop fliers, I don't believe it will stay pricy in current standard. When Rekindling Phoenix , Lyra Dawnbringer , Resplendent Angel , Aurelia, Exemplar of Justice , Shalai, Voice of Plenty , etc. start to rotate out, whether with R-phoenix or Shalai rotate, the Seraph should go up, next fall is when I imagine it gets expensive.
If you want it before 2 fall rotations, buy it in a month or two, before R-phoenix rotates and it becomes a premier flier. Otherwise, wait until it rotates out of standard and buy it then.

Seraph has been staying pretty steady at $8, and I already bought my playset for around $30. It really depends how many you need, but buying 1 or 2 shouldn't be too heavy on your budget

While future demand for a standard card that just came out is almost impossible to predict, due to 0 knowledge of standard sets to come, I assume that once the card is out of standard (Fall 2020), it will drop like a rock.
