shrink wrapped singles?

I was reading in the comments on gatherer about Deadeye Navigator and someone on there said they were going to preorder him for 50 cents apiece. So I googled preording singles and I found some references to it on different forums, but no one mentioned a website or anything where I could buy them. If this is true and you can preorder singles, can someone pleeeeeease give me the link to it?

I'm confused by your title and it leads me to believe you are asking whether you can pre-order the singles as an individual product, as opposed to one that comes from a booster pack. The answer to that is no.
If you're wondering where you can pre-order singles from a set, the answer is everywhere. TCGPlayer allows sellers to pre-list singles relatively quickly after they are officially spoiled, and any major online retailer will do the same. eBay is another source. So pretty much anywhere you would normally buy singles from.
If your confusion stems from wondering how they could pre-sell the singles before the set is released, the answer is that large retailers open enormous volumes of booster boxes to set up their singles inventory. The result is that they can be sure they will have plenty of them available once the set is released so there's no concern that they won't be able to fulfill pre-orders.

Um, yeah. Thanks for the responses. I did misunderstand the concept. I thought he was buying them straight from the factory brand new, thats what I was so excited about.
