Weatherlight Booster Pack Question

I recently purchased a Weatherlight booster pack on tcgplayer as a gift for a friend. When it arrived, I found that the upper outside edge appeared rigid and there was a small air bubble in the top. I messaged the seller asking if it had been opened and resealed and he suggested that was the way that the booster packs were back then. I can't remember what they were actually like back then. Can someone please confirm? Thank you!
